A user agreement is a legal agreement between a provider and his user, with two buttons - Accept and Do not accept.

The XML of the user agreement is the html that should be displayed on the page:

XML:

<doc lang="ru" func="desktop" binary="/ipmgr" host="https://127.0.0.1:1500" theme="/manimg/orion/" stylesheet="eula">
  <h1>License agreement</h1>
  <p>The following text is a public offer.</p>
  ...
</doc>

Clicking "Accept" will redirect you to MGR_URL?func=eula&answer=agree and then to the desktop function.

Clicking "Do not accept" will redirect to MGR_URL?func=eula&answer=decline and then to the Login form.
